Community mediation is the service for which PCRC was founded in 1986 and it continues to be our core program. PCRC's community mediation program is available for free or very low cost to everyone who lives or works in San Mateo County. With the help of approximately 160 trained, experienced, volunteer mediators, PCRC handles over 500 mediation cases and conduct approximately 150 mediations per year. PCRC is the primary provider of mediation services in San Mateo County and is considered to be a leader in the field of community mediation.
Typical issues resolved in the community mediation program are: neighbor disputes about noise, fences, parking and yard/tree maintenance; landlord/tenant conflicts; disagreements between a consumer and a business; workplace disputes; and many other interpersonal situations. In addition to our general community mediation services, PCRC offers the following specialized mediation services:
Complex Mediation Program
PCRC can mediate in situations where there are multiple parties involved, for example: a staff team, neighborhood group, or between different agencies. Through an extensive case development process PCRC listens to all perspectives and helps the group identify issues to be discussed in mediation. This service may require a fee.
Homeowners Association Mediation Program
Before a dispute between a homeowner and an association is presented in court, an attempt must be made to resolve the issue through an alternative means, such as mediation. (Section 1354 of the CA Civil Code.) Using mediation provides the parties an opportunity to reach a mutually satisfying agreement and to preserve the relationship. There is a $400 flat fee for this service which is typically split between the parties.

Superior Court Referral Program
Through a partnership with the San Mateo County Court Multi-Option ADR Program, PCRC provides mediation services to parties who are referred to mediation by a judge. While agreements reached in PCRC mediations are not generally legally binding, the parties have the option to file the agreement with the court to make them enforceable. Attorneys may participate in mediation, but it is not necessary to have legal representation. There is a $300 flat fee for this service which is split between the parties. The fee can be waived in cases of financial hardship.
